SSL installed for scm, access control set for all existing repositories.

Anonymous access to all repositories, but read only.

Write access requires that SSL (https://scm...) be used, and that the user be in the access control group for the project.

Certificate added for https://www.sipfoundry.org/

SSL access to track and list deferred until after we relocate the server and get more ip addresses.

the key and cert are in place - jira configuration just needs to be changed to use them
