Description

Configure services on all servers, both locally and remotely. Example: configure proxy CSE logging.
Default service settings are inherited across all machines, but may be customized per server.
Generalize these features to multiple servers:
* Auto attendant
* Backup
* Snapshot
Update to use new back-end APIs, e.g., new process manager instead of processcgi

Depends on ~~XPB-625~~ (new process manager).
