For example, the HA Distributed Server needs to be told where its config server is, where the media server is, etc.
The config server location may have to be configured by the setup wizard (XPB-626) to allow sipXconfig to manage the box in the first place, but the rest of the configuring should be done in sipXconfig because it has a richer UI framework than the setup wizard and has management knowledge and capabilities that span multiple machines in a cluster.
