XCF-1054 Requires mulitple servers to be configured identically from users perpective. For example, the proxy logging level set on one server would set the proxy logging level on all proxy servers in the cluster. Allow each server to be configured separately, but not restrict the setting of one setting once across all machines.

Implementation details, one could concieve of a table of servers driven by topology.xml, clicking on each server would bring up settings interface that one sees now under "Features/General" menu setting
