Steps to reproduce:
1. Add a LDAP user having special characters (say #13@233) in the user-id field.
2.Import the user on the configserver.

Expected:
The user should not get added to the configserver.

Actual:
The user gets added to the configserver.

Note:
The same issue exists when importing the csv.

This is a problem which leads to some itneresting thoughts. For example, what do I do in a country where al names and surnames are in special characters or contain special characters ? Russia, Germany, Poland, Denmark etc .... Those fields should be used. THe only place that should have a limit is the user-id itself I suggest.
