Precondition:
Add 2 Phones with Users assigned to it.

Description:
1. Go to devices ---> Phones
2. Without selecting any of the phones, click on Send Profiles button.

Expected Result:
Page should navigate to another page with message "You are about to generate new configuration profiles for 0 device. Press OK to proceed." or should display and error message saying that No phones are selected as described in XCF-1154

Actual Result:
Page navigates to another page with message "You are about to generate new configuration profiles for 1 device. Press OK to proceed.

XCF-1821 fix confirmation message when no device is selected for profile generation

sipXconfig used to display message "1 device profile will be generated" even if no devices were
selected or there were not devices in the list and user clicked Generate All Profiles button. I
changed it so that sipXconfig skips profile generation if selected devices set is empty.

This issue is resolved as when clicked on 'Send Profiles' with no profiles selected displays / refreshes the same page by skipping the profile generation. Hence, closing the issue.
Verified the issue in the following build:
sipXconfig (3.11.5-013228 2008-08-07T14:43:41 oem-centos5)
