Committed changes in r13564

Additional changes need to be made once the sipxconfig.process.xml.in file is no longer required. Specifically:
- remove web/etc/sipxconfig.process.xml.in
- remove references to sipxconfig.process.xml.in from web/build.xml
- remove references to sipxconfig.process.xml.in from sipxocnfig.spec.in
