As part of the effort to eliminate *-config.in files, sipXconfig needs to support the generation of sipxdialog-config. User-configurable parameters in this file need to be stored in the sipXconfig database, while system settings can be set using sipxconfig.properties.in

I spent some time looking into this and the sipXdialog process never even runs when sipX is running. No other processes appear to use the sipXdialog-config file. Do we even use sipXdialog?

See my previous comments. As far as I can tell we aren't even using sipXdialog right now, so this doesn't need to be done.
