Debian has not yet finalized it's Ruby Policy. On Etch, gems currently live in /var/lib/gems/1.8/
sipX currently sets GEM_LIB_DIR=$(libdir)/ruby/gems/1.8
GEM_LIB_DIR should be considered at ./configure
I have patched this in a non-portable way at various places for my Debian builds, so no patch here.
