I do not think that 'presence' (BLF) is supported for SNOM phone at the moment: sipXconfig should ignore this for SNOM phone.
Do you encounter the same problem when presence box is not checked?
Also please attach configuration file generated for the phone in question.

The phones do not take the modified speed dial entries even after unchecking the Subscribe to Presence option.
The speed dial entries are updated only when attempting to modify the values through the phone's web UI.Even after registering the phones to some other machine ,it retains the speed dial entries of the previous machine.
I have produced this scenario and attached the required snapshot :

Preconditions :
801 was registered to venus.qantom.int
801 is a Snom 320 phone (version : snom360-SIP 7.1.30) with speed dial entries 803 and 802 which was later successfully registered to moon.qantom.int as User 902 with speed dial entries 901 and 903.

Steps to Reproduce :
Dial 0 and press the soft button on phone to make a call.

Expected Response :
The call should go to user 901.

Actual Response:
The call goes to the User 803 which was the speed dial entry for the previous machine to which the phone was registered. The phone's web UI does not update with the modified speed dial entries even after getting Rebooted by itself when the User(902)-->Speed Dial-->Save and Update the phone button was clicked .

Observation:
When the speed dial entries (903,904) for the user 902 is made from the phone's web UI ,the phone behaves as expected. On dialing 0 the call successfully goes to the User 903.

The configuration seems to be generated correctly. Not sure why phone does not update its speed dials but this does not seem to be sipXconfig problem:

fkey0!: dest <sip:903@moon.qantom.int;user=phone>
fkey1!: dest <sip:901@moon.qantom.int;user=phone>

sipXconfig plugin actually does not support SNOM v. 7 firmware yet.
There might have been some format changes that are causing this problem.

I am closing this as we do not yet support Snom v7 firmware

The same issue is observed in Version snom360-SIP 6.5.13
I have tried to edit the speed dial entries for a Snom 360 phone. The edited entries are reflected in /var/sipxdata/configserver/phone/profile/docroot ,the speed dial entries in the phone UI does not update itself though the phone reboots after clicking the Save and Update the phone tab.
I suppose this is a Snom specific issue. This issue can be moved to External project.
I have verified the issue in the following build :
sipxproxy 3.10.2-012826 2008-06-05T21:16:03 oem-centos5
  sipxconfig 3.10.2-012826 2008-06-05T21:27:27 oem-centos5
