After installing the SCS ISO build, entering a keycode and populating the users, we should be able to register phones. Unfortunately phones cannot register unless we perform 3 reboots of the system. Logs seem to indicate an issue with reading the DOMAIN REALM as well as other things dealing mostly with the domain-config file.

I don't see much in the logs here that inidcates a problem, except the absence of normal startup entries.
This is a very very old development image ... (yes, I know there a not many newer ones); are you sure this isn't a problem addressed in later builds?
