This is a problem with Polycom phone. Please see XPB-915. I will link the issues together. Assign this issue to me for further evaluation if this needs to be resolved in 3.8.

The issue also exists for LG Phone i.e Music on hold does not work if the phone being held is a LG phone The issue still exist verified on 3.9.6-011372 build, it works fine when Snom puts Grandstream phones on hold but not with the polycom.
XPB-915 referred to above in Lih's comment is now named XCF-1576.
I believe this works on main now - please retest

Please verify this on 3.9.x Raghu Verified the issue in the following build and the problem still exists
sipxproxy 3.9.7-011577 2008-01-01T15:49:14 albatros.pingtel.com sipxconfig 3.9.7-011577 2008-01-01T16:05:42 albatros.pingtel.com The issue also exists for the following cases 1)Putting a call on hold on the polycom phone does not play music on the LG phone being put on hold. 2) Putting a call on hold on the polycom phone does not play music on another Polycom phone being put on hold. This is a phone problem. We have filed an issue with Polycom on this.

Music on hold does not work if the phone executing the hold is a Polycom phone

and the problem still exists. However if Snom puts Grandstream or Counterpath phones on hold, MOH works fine.
Also the related issue - XPB869 is working fine.
