    If "reg" event package is subscribed, subscriber only gets reliably notified on re-registrations of the AOR.
    If registration expires no notify is sent to subscriber.
    Even polling the "reg" event (with expires=0 in subscription) results in registration "active" event.
    Only when AOR unregisters the subscriber is sent the correct event.

The strategy we use for generating 'reg' events is crude. Currently, it is organized around the principle that the registrar never explicitly sweeps its database to find expired contacts.
